Ponnum-vila Act in 1956, after that it is not amended and your idea is good but the above mentioned ticket charge is wrong.The policy of govt. may change.Now most of Train facilities are very poor, b'cause from the last 15 years, how many compartments are addded?nothing!Double ducker trains are available, but no one taking initiative,improve our basic facilities first, then think for a feasible project with in our limit( see our Total keral's or India's debt) then no one sleep properly !!!
